Comments on the Treatment of Electricity Used by Electric Vehicles in the EPA’s Proposed Clean Power Plan Rule Docket ID No. EPA-HQ-OAR-2013-0602

چکیده
There are a number of state and utility policies that reduce total carbon emissions, while shifting emissions from other sectors to power plants. The most significant are policies to expand the use of electric vehicles (EVs) 1 . Increased deployment of EVs will increase electricity consumption and thus will generally increase carbon emissions by utilities but in most states will reduce total carbon emissions on a net basis through reduced petroleum consumption. Furthermore, the net reduction in carbon emissions due to EV adoption will increase over time as electricity generation is decarbonized. And, over the long term, transportation electrification is essential to meet the goal of deep reductions in greenhouse gas emissions from the transportation sector. While the focus of the Clean Power Plan is reducing carbon pollution from stationary power plants, the Rule should not discourage states or utilities from promoting EVs.

Protection of Stratospheric Ozone: Listing of Substitutes for Ozone- Depleting Substances-n-propyl Bromide in Solvent Cleaning
The Environmental Protection Agency (EPA) determines that n-propyl bromide (nPB) is an acceptable substitute for methyl chloroform and chlorofluorocarbon (CFC)–113 in the solvent cleaning sector under the Significant New Alternatives Policy (SNAP) program under section 612 of the Clean Air Act. The SNAP program reviews alternatives to Class I and Class II ozone depleting substances and approves...

In the ISA, EPA indicates that many of the overall conclusions remain generally the same as the last National Ambient Air Quality Standard (NAAQS) review which was completed in 2008. However, contrary to the EPA’s statement, the ISA includes conclusions regarding a wide-range of health effects including stronger causal associations for both short-term and long-term exposures to ozone and newer ...

Beyond Pesticides’ comment (Docket # EPA-HQ-OPP-2010-0889-0384): Once again EPA is proposing to repeat missteps of the past by registering a pesticide known to be toxic to non-target organisms without all required data to ensure its safety. As already seen with the neonicotinoid, clothianidin, and the herbicide aminocyclopyrachlor (Imprelis®), conditional registration without relevant ecologica...

On August 3, 2015, the U.S. Environmental Protection Agency (EPA) issued the Clean Power Plan (CPP) under Clean Air Act 111(d). The CPP limits carbon dioxide emissions from existing fossil fuel-fired electric power plants by providing state specific goals for carbon dioxide emissions from affected electric generating units. As part of the CPP, EPA considered the potential impacts of the CPP on ...
متن کاملHow Stringent Are the US EPA’s Proposed Carbon Pollution Standards for New Power Plants?
The passage of national climate policy legislation has proven elusive in the United States. In one of the leading efforts, in 2009, the US House of Representatives passed the American Clean Energy and Security Act. Although the legislation did not become law, it would have established targets for the reduction of domestic carbon dioxide (CO2) emissions and achieved them primarily through a cap-...
